Updates to WVU parking citation fees and some parking costs

Effective July 1, 2026, the WVU Parking Management team will make adjustments to parking citation fee structures and some campus parking costs.

The following changes to the Parking Management program are in line with regional parking standards, including those at peer institutions and in the local municipality.

 

New citation fee structure:

Changes to parking citation fees include increasing the standard citation amount, which has not been increased in over 15 years, as well as introducing a tiered escalation structure for repeat parking violations and implementing a late fee.

Standard parking citations will change from $20 to $25, excluding ADA violations. With this change, the University still maintains a citation amount that is among the lowest in a comparison group comprised of similarly sized and similarly located peer institutions as well as regional institutions.

Parking citations will begin to be issued on a tiered system beginning July 1. Citation costs for repeat violations will escalate by $10 for each subsequent offense, up to three violations within a one-year period. The first standard citation is $25, the second is $35, and the third and subsequent citations are $45 for up to one year. The counter for repeat violations will reset on Aug. 1 each year, meaning the first citation received on or after Aug. 1 each year will reset to $25.

The University will also implement a new late payment fee of $15 when citations are past due (30 days after the citation is written).

 

Parking permit cost changes:

This past spring, the cost of all student parking permits increased by 5% to help offset operational and maintenance costs while keeping permit rates competitive within the regional market. Employee parking permits will also increase by 5% at the start of the next permit cycle (Aug. 1, 2026, to July 31, 2027). Permits continue to be sold on a first-come, first-served basis. Short-term parking rate adjustments:

Parking rates in three short-term parking lots will be adjusted to bring these lots in line with other short-term parking lots on campus and comparable campus facilities.

Hourly rates at lot ST-1 at the Art Museum and ST-8 at Erickson Alumni Center will be changed from $0.50 to $1.25 per hour, and the daily rate at the Coliseum parking lot will be changed from $1 to $2 per day.

 

Towing fees:

To align with local rates and bring fees in line with industry standards, the University will implement a $45 administrative towing fee and will update tow storage fees from $2 per day to $25 per day.

 

Sales tax:

Sales tax will now be implemented on parking purchases, including short-term parking payments. The University previously covered this tax but is now transferring this cost to the customer, in alignment with best practices. Sales tax is already applied to payments for citations.
