Morgantown Citizens Academy Returns with Expanded Program

The City of Morgantown is pleased to announce the return of the Morgantown Citizens Academy, launching its next season in 2026 with an expanded program format, longer class sessions and new opportunities for civic leadership recognition.

Originally launched in spring 2022, the Citizens Academy provides residents with a behind-the-scenes look at how city government operates and how individuals can effectively engage in local decision-making. The free civic education program offers participants an overview of municipal government operations and community services through direct interaction with city departments and community partners.

Beginning with the upcoming session, the program will follow a three-part structure consisting of a standalone orientation, 10 instructional weeks and a graduation ceremony. Class sessions have been extended from two hours to 2.5 hours to allow for deeper discussion, hands-on learning and increased interaction with city staff. Participants are expected to attend all sessions, though up to three excused absences are permitted for emergencies.

“We intentionally build feedback into every session, asking participants what stood out to them and where we can improve,” said Special Projects Coordinator Shannon Davis. “Being able to implement some of those changes this year was important, because this program often opens people’s eyes to the scope and complexity of city operations.”

The program remains free and open to the public. Applicants must be 18 years of age or older and reside in Monongalia County. Priority will be given to applicants who live within the City of Morgantown, with additional consideration for those who submit a letter of reference from a neighborhood association.

“Citizens Academy taught me things I didn’t even know I needed to know and gave me a deep appreciation for the work that goes into running a city like Morgantown," said Madisen Wilson, a 2025 Citizens Academy participant. “Because of this program, I feel more connected to my community, more inclined to jump in and help when I can and better prepared to do so. I made friends, learned valuable information, and now have fun and useful knowledge to share with other residents and visitors alike.”

Program topics include local government operations, budgeting and finance, public works and infrastructure, public safety, planning and development, transportation and environmental services, arts and culture, and the role of community and economic development partners. Participants will also take part in a Mock City Council Night and deliver a final presentation to City Council during graduation.

Out of the 22 selected candidates, two slots in each class are reserved for West Virginia University students. Following completion of the instructional portion, participants will complete a post-graduation community service commitment through the City’s Adopt-A-Street Program.

New this year, those who successfully complete the Academy may earn a digital micro-credential through a partnership with West Virginia University. This credential is integrated into WVU’s systems and can be shared on résumés, job sites, electronic portfolios, social media, and with employers to document program completion and related skills.

“I’m excited to participate in our 2026 session of Citizens Academy,” said City Manager Jamie Miller. “I’ve heard nothing but positive feedback about the program and the impact it has had on participants, and I look forward to seeing how this next class engages with our departments and the community.”
