A message from WVU Director of Compliance and Title IX Coordinator
August 25, 2025
Dear Students,
My name is James Goins Jr. and I serve as your Director of Compliance and Title IX Coordinator.
I am responsible for the University’s compliance with WVU Board of Governors Governance Rule 1.6 and with Title IX, a federal law that protects people from discrimination based on sex in education programs or activities that receive federal financial assistance.
We each play a role in ensuring WVU is a safe and welcoming environment.
Discrimination, harassment and sexual misconduct — including sexual assault, sexual harassment, dating violence, domestic violence, stalking and retaliation — is inconsistent with the University’s core values and will not be tolerated in our community.
WVU community members are encouraged to report incidents of discrimination, harassment and sexual misconduct to the Compliance Office.
The Compliance and Title IX Office plays a vital role in investigating and responding to these issues, and provides support and resources to those affected across all WVU campuses.
Confidential and anonymous reporting options are also available by texting or calling the 24/7 support and resource line at 304-906-9930.
Reporting an incident will not change what happened to you or a member of our community, but it may help prevent it from happening to someone else. Together, we can take a stand to be a part of a community in which all members feel respected and safe.

WVU is committed to providing a welcoming and safe environment for all.
Sincerely,
James Goins Jr.
